Bill - 5 mA is the trip setting for GFCI outlets near water sources. These outlets are NEMA 5-15R configured (parallel blade, with a ground pin, rated 125 V, 15 A). They are mandated by the US NEC (NFPA70) and OSHA.
GFCI circuit breakers have a limit at a higher level, I think around 20 mA. Regards, Peter L.
