Bob From my (limited) experience with Japanese radio testing, even for low power devices, all measurements are made via a direct measurement at the antenna port. In this case the measurement would be made using a resolution bandwidth of 1MHz and the limit is 3mW (4.8 dBm). There is also (likely) a limit on the maximum antenna gain that can be used with the device.
