I think it can be very simple (if a bit unsubtle). CE marking is 

addressed to Customs and regulatory authorities, and shows that a piece 

of equipment can freely cross national borders and be put to use within 

EU member states.

There is absolutely no point in putting a CE mark on a custom-built 

device which will never travel around the EC.
