Ralph EN 50178 is shown on the CENELEC website www.cenelec.eu as relevant under the LVD 2006/95/EC. It wasn't in the previous EMCD list (published on 25 September 2007) either. It's still shown as current (use the search box on the top right-hand side of the page - standard number without the "EN" the click on the hyperlinks to find more information).
I'm not familiar with this standard so I don't know which EMC requirements it contains, but it appears at present not to be a relevant standard for the EMCD. Perhaps others more familiar with the standard (or the committee TC22X) can help you further.
