Indeed, it's not 1999 anymore.
Not seeing the need does not
imply others don't.

It would facilitate the use of tables,
small pictures (if compressed under 10k),
colors (to emphasize).

EMC-PSTC notes are not handwritten, but type-writer written.
If they were really hand written we could enter
drawings and stuff like that. ;<))
Switching back to type writer mode is like
switching off color from your desktop; you don't do that
either John ?
I agree, that I won't insist on having my logo
displayed all the time, but having a message refused
just because of that....

And as I suggested, could the attachment not just
be stripped off ?

I don't understand why you want to do that. I think that emails are like

Post-it notes; effectively handwritten. I see no need to use HTML at 
all, or graphics logos.

In fact, HTML adds a large amount of redundant data and corrupts plain 
ASCII text characters, such as ' and others.
