Hi Nick:
The last time I went through this was in 2003, so my information may be out of
date.
As I recall, the applicable requirements for safety and EMC were a subset of
the corresponding requirements for the EU. The main differences in the
Russian requirements for fax machines related to the electrical parameters for
the phone line interface, and the performance of the fax modem.
The required levels for DTMF dialing were rather high (-3 dBm /-6 dBm for the
high/low groups), and the required detection threshold for ringing was rather
low (20 or 25 volts). Return loss had to exceed 14 dB with respect to 600
ohms.
For the fax modem, performance requirements included operation at low signal
levels and with specified impairments such as phase jitter and frequency shift.
I don't know if these requirements still apply, but if they do, they may
create problems for certain fax modem implementations that would be acceptable
in most other countries. So, before you invest a lot of time on the safety
and EMC compliance evaluation, make sure that the fax modem will be able to
meet the applicable Russian requirements.
