If the reduced configuration does nothing that might make the EMC situation
worse (changes to enclosure apertures, substitution of different cables, etc)
then you should not need to do any additional testing, just seek a Notified
Body opinion on the changes to the build standard. It is up to you to judge
whether it costs less to document the changes and prepare the submission to
the NB and whatever the charge is for the NB opinion compared to the costs of
just re-testing the product. You may also be able to take a compromise route,
where a NB agrees what additional tests may be required to validate the new
build standard; e.g. you may repeat radiated emissions tests because you have
removed a module and replaced it with a blank panel, but accept conducted
emissions tests because you are using the same power supply and have reduced
the load, which should reduce the emissions. Consult your test house /
Notified Body to discuss the best way forward; most will be happy to offer you
comparative costings for different approaches.

Subject: Partial testing to R&TTE Directive Harmonised Standards


Hi,
I would like to get opinions concerning an issue that has arisen with one of
our customers.
The customer has a radio unit, a sub-configuration (extracted
components/assemblies, software) of a unit already tested fully to the
appropriate R&TTE Directive harmonised standards.
Is additional testing required or can the full testing of the maximum
configuration cover the sub-configuration unit 
If we perform partial testing on this sub-configuration to R&TTE harmonised
standards, can the customer issue a DoC for the R&TTE Directive or is an R&TTE
Notified Body Opinion required.
The above question is also applicable to units which are not
sub-configurations (customer wants to reduce testing costs).
