Not every test house is 100% diligent or accurate. And we know that 
different interpretations of a standard can lurk in the minds of 
individual test persons for a long time before surfacing. So, unless you 
have used a test house for some time, and know quite well the person who 
supervised or did the tests, then some check is advisable.

I was involved with such a case, where the (well-known) test house 
interpreted IEC 60065 incorrectly, and this resulted in a clarifying 
amendment.
