Perhaps a member of TC 96 is lurking. IEC60601-1 3d Ed points to 61558-1 for transformers, which points to 61558-2-17 for SMPS xfmrs.
According a TC96 policy statement, -2-17 will be folded into a standard for all switch-mode power supplies (61558-2-16). The IEC site says there was a vote in early 2008, and that DEC was scheduled for Jan 2009.
