'CE' doesn't really mean anything. The EMC and Low Voltage Directives 
apply. I suspect that in fact such a product is below the voltage bound 
of the LVD. For EMC, EN 55013 and EN 55020 would appear to apply, but 
there are no relevant requirements, I think, for an IR emitter, even 
though the remote controls of TVs and VCRs use infra-red. I suggest 
applying EN 55022 and 55024.
