There is no such (single) generic DoD or NSA compliance standard or policy. There are two types of "compliance" - FARs and whatever is in the project spec.
The NSA requires that all vendors be registered. JTIC does not publish standards - it is a 'test house'. The DoD, the NSA, and JTIC have procurement/contract/RFQ web pages.
