Don't think it's the size of the machine, but rather the size of the operator,
but then 0.6 meters (2 feet) still seems too close to the ground even if
seated in a chair. There must be some missing information since actuators can
be operated by feet and 0.6 meter is obviously too tall. The reference to the
ergonomics standards might still be the best bet while applying it to the
anticipated operator position relative to the machine, standing, sitting or
both and ranged between the 10th and 90th percentile

Would it not be rather difficult to standardize a particular height, 
especially for large machines?

If you find no information, you could hardly be criticized for adopting 
0.6 m, but only if that doesn't result in some obviously non-sensible 
situation.
