Observance of any law requires that one understands what the law requires, not some 'interpretation' by a third party. The EMC Directive requires that the Essential Requirements are met. One could carry out tests required by a dozen standards, but if the Essential Requirements aren't met, the CE mark cannot legally be applied. There is NO requirement in the Directive, for a manufacturer to apply a particular standard, or any standard at all. This by no means minimises the responsibility of the manufacturer - it emphasises how great it is. He first has to decide which standard(s) to apply and THEN make sure that his product complies. But that is not all. He then has to verify that the application of the standard(s) is sufficient to satisfy the Essential Requirements. It is a very bad situation when prominent consultants publish incorrect information and attempt to justify their distortions of the facts by presupposing that people read only parts of the information they are given, and using that assumption to criticize the person offering the advice. -- OOO - Own Opinions Only.
