First, to be clear, since there are so many "RoHS" regulations, I presume you
mean EU RoHS (2002/95/EC). 

That said, I believe RoHS applies to all parts, pieces and components of a
product if the overall product is within scope of RoHS. 

If you mean an enclosure by itself (i.e. no electronics inside) RoHS would not
apply because an empty enclosure does not meet the definition of EEE. 

If the enclosure is part of a product within scope, then RoHS does apply.
