If you are using IEC/EN 61000-4-2:2008, there is a clause that allows you to
use the ESD warning symbol near the connector/port and thus not have to test
parts that are ESD sensitive for functional reasons, such as RF inputs.  What
sort of Rx port are you testing (RF, serial data, etc.) and what connector
type?

I'd also agree with Gert's reply to you; especially regarding a full GND plane
in the PCB.  I've had good luck with Wurth brand SMT ferrite beads in an 0603
or larger size - the smaller package sizes may tend to arc-over and
potentially cause further upset.

I have a 24VDC operated ITE / radio unit.
It fails on 6kV (contact discharge) applied to RX port. Microprocessor
restarts.
Any basic advice how to protect the unit? I have no ground in my system.
