Hi David,

Part 21 was  eliminated a number of years ago.  FCC created Part 27 of the
Rules and put in the 2.5 GHz broadband rules that used to be in Part 21 into
Part 27, can't remember if there were other services at other frequencies or
what happened to them.

Attached is link to U.S. Government Printing Office on line rules for all the
parts of Title 47, Telecommunications.  The links will take you to the
different rule parts, you can download most recent versions.  I believe there
is caveat that one should check the Federal Register to make sure there are no
more recent updates that have not made it to this listing, but the link below
is a very good resource and I have found it quite accurate and up to date:
