I couldn’t find a direct link to QM 333 after a brief search, but I did find quite a few references to it. Have you tried looking at http://www.tec.gov.in/? You should at least be able to inquire of them for that standard. You might also want to try http://www.bis.org.in/ or the RDSO at http://203.176.113.182/RDSO/specification/index.jsp as possible resources. Do you know the name of the agency that issued QM 333?
