As fluorescent lamps age, the electrodes evaporate and there will be diffusion of the gas from the enclosure. This leads to increased power draw from the ballast, and therefor increased emissions. However, these effects are mostly noticed close to the end of the life of the bulb.
I don't know enough about the ballasts to comment. I can only speculate about how they will age. I would imagine you would see effects resulting from the electrolytic capacitors drying out and such.
