Dave, it is a lot easier to limit voltage than power. It shouldn't be too difficult to build a diode voltage clamp for 100 mw @ 50 ohms @400 MHz. It would probably be a bit lossy at lower power levels but probably less then 3.5 db. Check with some of the detector manufactures. They could probably make you one in a SMA package.
You also might like to explore limiting power at the transmitter as well.
