Hello Brian,

Not sure if anyone answered you yet but we measure it at the power
source. The interest is in the driver.

Best regards,

Subject: Energy Star Requirements for LED Luminaries

Good People,

The "LED Operating Frequency" requirement, released 03Dec2009, is at
least 150Hz.

Is this frequency measured at the LED power source or is it measured as
a flicker in the LED's visible wavelength emissions ?

Nobody at the DoE likes me enough to reply.

thanks,
Brian
