This is now available for download (since yesterday) from http://ec.europa.eu/enterprise/sectors/mechanical/machinery/ "It is intended to publish regular updates of the Guide in order to introduce answers to questions agreed by the Machinery Committee and the Machinery Working Group." -- This edition does not yet cover annexes III to XI. -- However, it does include Annex I and II. -- Many readers will want to skip straight to Annex I, starting on page 138 of the PDF file. There is a lot of useful material there.
