you may get a range of answers on this one...

We all do NSA, which makes sure the sites are within +/- 4dB of a 
"perfect" value. Surprisingly, some round robins have shown that a 
simple item measures on several sites vary by up to 20 dB.

While a comb generator can be used, I prefer a reference radiator: the 
one that looks a bit more like a softball.

However, if you want a true site comparison, I believe you should 
include test tables and operators too, hence a "real" test item is used. 
A proficiency program is available using that concept ( commercial 
warning here).

So, my answer is .... it depends on what your goal is.
