To make a medical power supply Listed, a brick power supply manufacturer must
ensure that it is designed to have outputs that are suitable for patient
connections. This would be quiet expensive and they instead go with less
insulation to meet SELV requirements and thus Component Recognition. They
figure that the end product manufacturer would provide the added insulation
between the SELV and patient conections.
 
There are Listed medical grade power supplies and transformers out there
(maybe not too many Listed bricks)

It's my understanding that the two issues for medical grade are low leakage
current and high electric strength.  I don't understand why the medical grade
brick can't be Listed.
