Dave your question is bit of apples and oranges. You really need the resistor
that will sustain your pulse. You are mixing power and energy. Energy = Power
x time i.e.( watt hour = watts x time).
You are correct that resistors are rated in watts but there are other
characteristics, such as inductance, pulse handling, etc. which must be
addressed to properly answer your question. This may mean spending some time
in the lab measuring the parameters of interest.
