I agree with Tom, Clause 5.2.4 should cover indoor LED lighting. I think
"Other Luminaires" says it all.

For example for indoor luminaries, it appears clause 5.2.4 of
the CISPR 15:2005+A1:2006 requires application of the radiated
disturbance limits only for luminaries which have light source
(the LEDs in this case, I guess) operated at a frequency exceeding
100 Hz.
