It's all about speed.  If your network has a slow inductive rise time them use
the cheaper MOV. If the little spikes will propagate, as they would in a
capacitive network, then use best to use the transorbs. For your 8/20us pulse
quoted I'd use the transorbs. Also it may be necessary to add some low values
resistors to slow things down and limit current.
