At the risk of sounding dumb, since I have never done that test, it still looks like a simple setup. Looks like all you need is an isolation transformer (single or three-phase as required) and a medium voltage, modest current DC power supply. In effect, the test is just driving the sine wave with a DC offset from the ground plane reference.
It’s a little disconcerting that the standard alternates between calling AGD and “active ground detector” and an “automatic ground detector.” Would anyone care to describe what an AGD is and does in real life?
