Regarding the first part of your question, permissible values of Touch Current
and Patient Leakage Current are specified in 8.7 of 60601-1; these apply
irrespective of the power source.

Subject: Battery powered device - touch current



Does anyone know if there are any requirements for touch current or dielectric
strength on a battery powered device that makes contact with a patient
according to IEC 60601-1? All accessible parts are metal and electrically
connected.  The device contains a DC motor.  If so, how would this measurement
be made?
