I believe it is with glasses on. For the first character, the acceptance criteria are given for each rating. For the 2nd character, the Standard indicates it's up to the relevant Technical Committee to specify the amount of water which may be allowed to enter the enclosure and the details of a dielectric strength test, if any. There are some general guidelines if any water has entered it shall not interfere with operation or impair safety, deposit on insulation that can lead to tracking or reach live parts not intended to operate while wet nor accumulate near the cable entry, if any.
