Hi Christopher: The subject heading of your post references clause 5.4 in TBR 12. Is your question specifically about clause 5.4 or about E1 surge requirements in general?
TBR 12 is no longer a regulatory requirement in Europe, although some customers continue to reference TBR 12 in purchase specifications. Also, clause 5.4 refers to surge propagation from AC mains inputs to the E1 interface, which would not apply to equipment that is not powered directly >from the AC mains. There are other requirements that apply in Europe for surges applied directly to the E1 interface. These are specified in EN 55024 for terminal equipment and EN 300 386 for network equipment. Both EN 55024 and EN 300 386 call out EN 61000-4-5 for the test procedure, but the actual levels that apply and the performance criteria are called out in EN 55024 and EN 300 386.
