It's not safe to assume that, except for products that use the same 
semiconductors and transformers as previous designs. Even then you can 
be caught out if a semiconductor maker has improved his process to 
decrease switching speeds.

I recommend pre-compliance testing up to 1 GHz for new designs. If that 
doesn't show stuff above 100 MHz, then stick to the standard test.
