Does anyone use absorbing cones on the groundplane for radiated emissions
measurements above 1 GHz? CISPR 16-1-4, clause 8 states:

"The test site shall rely on reflection-free conditions. It may be
necessary to use absorbing material and/or raise the height of the EUT to
achieve these free-space conditions."

CISPR 16-1-4 also talks about a FSOATS (free-space, open area test site) as
a reference site. Is this a OATS without a ground plane? Or an OATS with
absorbers? Or other?
