I think the answer is yes, but I can't seem to find the details at the moment.
I recall that a couple years ago Vietnam issued new regulations for telecom
terminal equipment, and they were very similar to the European requirements.
My impression is that Vietnam is trying to align their regulatory requirements
with Europe's requirements.
