Terminal blocks can be used in Type X attachments, as long as the cord is
'easily replaced'. Obviously a tool is required but an ordinary screwdriver
giving access to the terminal block and cord restraints etc - can be Type X.

Type X - product with an IEC 320 inlet and detachable power cord 
(unplugs from inlet)

Type Y - permanently attached power cord, goes through the rear panel 
via a compression strain relief. Needs a special tool to open the 
product and disconnect the cord, then another special too to compress 
the strain relief and pull it out of the panel.

Type Z - power cord enters the product through a strain relief but the 
strain relief and product are molded / filled such that the product 
cannot be opened with anything save a hammer and chisel or a saw.
