Scott, It was always intended there would be a limit it was just in the original drafts the limit had not been decided. There obviously has to be a limit due to trace amounts being present in many substances (being impracticable to remove).
The directive does not permit the intentional addition of restricted substances. I am unsure if the added limit does not mean you can use small amount of restricted substance but due to impurity in mass production of consumer products.
