I have discussed with my colleagues and the term 'auxiliary standard' 
refers the standard for the particular lamp control gear. A quick check 
of IEC 61347-1 Lamp control gear - general and safety requirements shows 
that the information regarding the constant S and equation 2 can be 
found under clause 13.
