Mark, I believe that this is covered for ATEX situations by EN 60079-14. Whilst not directly relevant to every application, at least is would be one official source to refer to.

Sometimes the instructions are to "tie back and insulate, allowing sufficient length to allow connection if necessary", sometimes "connect all spare cores to earth".
