The UK Statutory Instrument 1994 No. 1768 The Plugs and Sockets etc. (Safety) Regulations 1994" http://www.opsi.gov.uk/si/si1994/Uksi_19941768_en_1.htm apply only to items for "domestic" applications, as confirmed by paragraph 4(1) on this page http://www.opsi.gov.uk/si/si1994/Uksi_19941768_en_2.htm.
Therefore, much "professional" and "industrial" equipment is not required to be fitted with a plug on delivery. Thus the use of hand-wired equipment is sometime still common for the latter groups of equipment - and so rewireable plugs are still very common and available "over the counter" almost everywhere for replacement purposes. Furthermore, it always used to be the case that rewireable plugs were cheaper (even when hand-fitted to a cord) although whether that is still the case I am not sure. Nick.
