(Safety) Regulations 1994"

for "domestic" applications, as confirmed by  paragraph 4(1) on this page
http://www.opsi.gov.uk/si/si1994/Uksi_19941768_en_2.htm.

Therefore, much "professional" and "industrial" equipment is not required to
be fitted with a plug on delivery.

Thus the use of hand-wired equipment is sometime still common for the latter
groups of equipment - and so rewireable plugs are still very common and
available "over the counter" almost everywhere for replacement purposes.

It's a hang-over from the days when it used to be legal to sell a 
product without a mains plug in the UK. Furthermore, it always used 
to be the case that rewireable plugs were cheaper (even when 
hand-fitted to a cord) although whether that is still the case I am 
not sure.
