You will need to work with a test laboratory familiar with the METI DENAN
requirements.  UL Listing and a CE mark alone are not sufficient.  Japan has
specific requirements for many types of products.  You will need to determine
if there are Japanese requirements that differ from the requirements of UL and
the European Norms.  Japan often has specific requirements in a product’s
grounding path.  If you can find it, look at Appendix 4 of the DENAN rules for
some of the more atypical requirements for power distribution in DENAN
compliant products.

 

If your product clearly is not a Specified product but falls under the
“Other” category, meaning that it gets the circled PSE mark, you will have
an easier task.  You don’t need testing by a METI approved third-part
laboratory.  However, you still need to verify the product complies, mark it
and notify METI through your importer of record.

 

Further, you need to be aware of the differences in the Japanese power system.
 Beware that if your product contains a motor, you may need versions for both
50 and 60 Hz.  The country is split between the two frequencies.  The common
residential voltage is 100 V, which can significantly affect the operation of
products with motors or electric heaters.  A 120 volt resistive heater will
only generate 70% of its normal heat at 100 volts.

 

Grounded outlets are not common in residential installation.  If your product
requires a ground connection, you will need a special plug.  There are
Japanese cords with a two bladed plug and a long grounding wire coming off of
the plug.  You will also need a DENAN approved cord set.  A standard NEMA 1-15
or 5-15 plug isn’t acceptable without Japanese approval.

Is there a good reference on the web as to what is required for the PSE mark? 
Testing requirements in particular.

A customer has a cULus listed product that is also CE-marked.  Are there
further test requirements for the PSE mark?

 

The current plan is to supply/require a PSE approved transformer at the point
of installation.  The device in question is a Category B device under Item 7
of Appendix 2. (http://www.meti.go.jp/english/policy/denan/procedure/03.htm)
