Configurations 1 and 3 look sensible to me. Where the supply is 
multiphase, Config 1 represents a fault affecting one phase only while 
Config 3 represents a fault affecting two, or the case of a single-phase 
supply.

If no-one from IEC SC77B responds here, you should take this matter up 
through your TAG. It's an SC77B matter, not CISPR/I, in my opinion.
