I did not check the latest version of this draft, but if this is really written down it means that:
1 second in any 15 second period during 120 seconds. that means 8 x 1 second peak over the limit would pass. That is a duty cycle of 12.5 % I know a lot of equipment that will pass this way, especially if no limit is given. Basically this could imply that a set of 8 of these *not failing* equipment could theoretically create a 100% of the time unlimited spectrum disturbance.
