Equipment that has to be 'always on' in order to fulfil its purpose is 
not affected. The Directive is only about what happens when equipment is 
nominally 'off' or in 'stand-by' mode.

Efforts to develop a clock that only works when someone looks at it have 
so far proved unsuccessful. (;-)
