Yes. What has been used is a statement like:
'This sub-assembly is not a finished functional product but conforms to
the RoHS Directive and is suitable for use in a finished product
conforming to the Low Voltage and EMC Directives'
with the numerical references of the Directives, of course.
The problem with such bespoke statements is that acceptance for one
product doesn't ensure that some other enforcer won't take exception to
it.

No; you are withholding the pertinent information that you took the
other Directives into account.
Either of which being the basis for my applying the CE mark.
I don't think you should apply the CE mark for safety or EMC on a
non-functional sub-assembly. But the RoHS Directive is different.
The CE marking requirements guides don?t seem to address this ? or I
have just completely misread them.
There are lots of things that the CE Directive doesn't say.
