I can't give you an official reference, but my understanding is that
these design aids, being confined to technical areas where people are
assumed to know about EMC, are not subject to the CE marking
requirements but ARE required not to interfere with other equipment
unreasonably.
(side note - I expected apparati, but apparently that's not the plural
form)
'Apparatus' is the past participle of 'apparare', Latin for 'to
prepare', and thus means 'prepared' (although as a stand-alone adjective
in Latin it meant 'ready' or 'well-supplied'). So the plural would
indeed be 'apparati', but in English, 'apparatus' WAS, before the
Europeans got at it, a collective noun and the plural was 'apparatus'.
The Continentals don't like English collective nouns, so we have to put
up with 'apparatuses' and 'equipments'.
I'm still looking for an instance of 'datae' or even 'dataes' (a
p-p-p-plural. (;-)
