You can find Japanese regulations for lithium-ion batteries on the METI web site. http://www.meti.go.jp/english/policy/economy/consumer/pse/ Scroll down towards the bottom of the page to find information on the regulations, enforcement and technical specifications. The document titled "Cabinet Order...<http://www.meti.go.jp/english/policy/economy/consumer/pse/CabinetOrder.pdf>" specifies which batteries are exempt from Japanese certification.
