Thank you very much for comments.

The contractor did say he would come back if needed.  I am too busy to
schedule another time for him.  He found out moving the receiving antenna 4
degrees from the original location made all the data good.  I had him
retake data with antenna center right at the 2m boundary, vertical
polarization, at 1 meter height.
