No: there is an assumption in the text that a cable is involved, but
this is the definitive text:
Where not specified herein, the EUT shall be configured, installed,

Where the manufacturer has specified or recommended an installation
practice, this shall be used in the test arrangement, where possible.
This arrangement shall be typical of normal installation practice.
It isn't 'normal' to have a cable between a USB device and whatever is
used with it.
