Seriously... Some stnadards as you say allow functional fauilure if
worse thigns don't happen. I particularly liked the GR-1089 toxic
smoke test; next best thing to burning a MANAGER at the stake! Ahem.
Does the test you did require the PS still work at the end? Suspect it
does, as users might -- if this is a test of reliability and not merely
safety.
The day I arrived in Petaluma to take up an EMC job at DSC
Communications (formerly Optilink, later Alcatel USA) I checked into a
nearby Motel 6. That very night, a car hit a pole carrrying both MV and
HV tranmission lines, dropping HV lines onto the MV. There was a lot of
electronics burned out that night, but no fires. I think they passed a
test that counts.

Test Lab did the 2.5kV test, power adapter stopped producing DC, but
no arcing, burning or enclosure breach. Lab concluded the failure.
I am probably missing something very obvious, so please be gentle.
