PTCRB Radiated Spurious Emissions requirements are Power not Field Strength.

Whilst 40.4dBuV/m equates to -54.9dBm EIRP / -57dBm ERP at 3m, RSE chambers 
must be calibrated using antenna substitution method rather than by converting 
field strengths, so the lab should not be doing RSE measurements and applying 
Field Strength limits.


It looks like your product is well below the -30dBm limit, but you should have 
it measured properly.

received a test lab raw data that states 40.4dBuV/m from 30MHz to 1GHz at 3m 
distance.
