  Ron's pointer to the CTIA's website is the one you're looking for.

There is a PDF and an Excel spreadsheet for single cell (1725) and muliple
cell (1625) applications - choose the appropriate one.  The Certification
Requirements PDF will have the technical requirements (pay attention to
sections 7 and the general/system level sections).
The spreadsheet will show how to demonstrate compliance to the requirements
in the Certification Requirement Document (e.g. declaration, CATL test,
CATL review, or some combination) for each clause in the PRD document.

The spreadsheet is a good place to start to get your overall scope of work.

If the power supply is stand-alone (not explicitly paired with a "host" aka
"the thing that contains and provides a physical charging interface to the
battery pack"), there are special "certified adapter" requirements under
select subsections of section 7.  Also check the Recognized Adapter and
Certified Adapter tabs of the Excel spreadsheet.
